The National Alliance for Human Rights and Social Justice- Nepal (Human Rights Alliance, HRA) is a coalition of Nepali non-governmental human rights organizations dedicated to a cause of freedom, human rights, social justice and peace in Nepal. HRA undertakes human rights (HR) and social justice actions and has actively involved in advocacy, lobbying and campaigning for the protection and promotion of HR. HRA is starting up the implementation of the Rights, Democracy and Inclusion Fund (RDIF) project with support from Enabling State Programme (ESP). Position: Project Manager – (1)
Duty Station: Kathmandu with field visits
Job Duration: Approximately 18 month (until 31 December 2011).
Salary and Benefits: The salary and benefits shall be as per the rule of project
The incumbent should have a proven track record and sound knowledge of different human rights issues with excellent interpersonal communication, coordination and networking skills in order to run the project at a very high performance. Good knowledge of both written and spoken English and Nepali is essential. S/he needs to have the ability to learn and work independently with minimal supervision and guidance of the HRA Secretariat.
1. Responsibilities
- Leads and runs the day-to-day office administration.
- Frequently communicates and coordinates with donors, stakeholders and Civil Society Organizations.
- Leads the design, planning, implementation, monitoring and evaluation of the project activities.
- Provides support and suggestions to the general office activities.
- Develops strategies and formulates policies for HRA for meeting its objectives and ensuring its anticipated growth and success.
- Ensures that HRA's operation and activities are conducted in accordance with prevailing laws and regulations, HRA's constitution, by-laws and professional ethics.
- Oversees the administrative and financial functioning of the organization.
- Prepares the Terms of Reference (ToR) of the project and core staff of HRA, designs the selection process and selects the appropriate candidates as per the direction of the Secretariat.
- Signs partnership agreements, memorandums of understanding (MoUs) and contracts on behalf of the organization and forwards these internally.
- Ensures the timely submission of project proposals, project reports and other deliverables.
- Ensures that the outputs produced by HRA maintain high quality standards and comply with relevant mandates, that reports are clear and objectives are met.
- Manages the financial and human resources of HRA, including ensuring that the responsibilities are followed precisely and authority is delegated properly. Also makes arrangements for the disbursement of funds.
- Develops clear strategies in getting new projects accepted and making funds available for the organization.
- Performs any other tasks as required by the organization.
2. Required Qualifications and Experiences
- At least Master’s Degree in Social Science, Law or any other relevant discipline.
- Minimum five years’ work experience in HR or a similar field.
- The candidate should have advanced computer knowledge.
3. Competencies
- Excellent written and oral communication skills with the ability to think with an ‘out-of the-box’ approach and present complex and difficult issues clearly and concisely.
- Ability to provide advice and suggestions to the HRA Secretariat as well as to office staff.
- Proven executive abilities, and negotiation and diplomatic skills.
- Ability to keep up-to-date with the work of think-tanks and other relevant organizations in these areas.
- Good interpersonal skills, with an ability to lead and manage the work successfully.
- Proven ability to manage and direct a diverse work force dealing with complex and sometimes sensitive issues.
Position: Campaign and Documentation Officer – (1)
Duty Station: Kathmandu with field visits
Job Duration: Approximately 18 month (until 31 December 2011).

The incumbent should have a proven track record and sound knowledge on different human rights issues with excellent interpersonal communication and networking skills for advocacy, lobbying and campaigning. Good knowledge of both written and spoken English and Nepali is essential.

- Participates in meetings, discussions and other programs and prepares internal and external reports.
- Performs any other tasks as required by the organization.
- Contributes to ensuring that HRA's operation and activities are conducted in accordance with prevailing laws and regulations, HRA's constitution, by-laws and professional ethics.
2. Required Qualifications and Experiences
- At least Bachelor’s Degree in Social Science, Law or any other relevant discipline.
- Minimum two years’ experience in communications or a similar field.
- Advanced computer knowledge.
3. Competences
- Excellent written and oral communication skill in both Nepali and English.
- Good interpersonal skills, with the ability to take the lead on and successfully manage the work of the assigned position.
- Ability to work normally even during situations of high work burden, tension and risk.

Position: Training, Monitoring and Evaluation Officer – (1)
Duty Station: Kathmandu with frequent field visits
Job Duration: Approximately 18 month (until 31 December 2011).

- Conducts day-to-day activities under the Project Agreement that HRA has signed with the ESP/DFID.
- Prepares and submits timely internal reports on training, monitoring and evaluation issues.
- Coordinates with other relevant groups on cross-cutting issues.
- Supports the formulations of necessary policy and suggests effective and appropriate actions to respond to identified needs.
- Participates in meetings, discussions and other programs and prepares reports for HRA on these events.
- Performs any other tasks as required by the organization.

Position: Finance Officer – (1)
Duty Station: Kathmandu
Job Duration: Approximately 18 month (until 31 December 2011).

Finance Officer (FO) is a mid-level position within HRA looking after the administration and financial matters. S/he will also be responsible for coordinating with government agencies, financial advisors, donors and other related persons or agencies; monitoring and reporting on the financial situation as well as preparing necessary documents.
1. Responsibilities
§ Maintains up-to-date book keeping of the daily expenses.
§ Prepares quarterly and end-of-year trial balance, balance sheet and revenue and expenditure ledgers.
§ Reconciles the records of payments with activities and recommends new disbursements to the Project Manager.
§ Maintains expenditure ledgers and updates approval levels by source of funds.
§ Continually advises financial and reporting procedures for procurement and disbursement.
§ Tracks the implementation of the approved budget, ensures that funds are available and that funding agency regulation, rules and procedures are duly followed.
§ Provides logistic support to the programs and visiting missions, e.g., prepares travel authorization, transportation, hotel accommodation, security clearance, settlement of travel claims, and purchases the items needed for the office.
§ Performs any other tasks as required by the organization.
2. Required Qualifications and Experiences
- At least Master’s Degree in Accounting and Taxation.
- Minimum two years’ experience in accounting or a related field.
- Advanced computer knowledge.
3. Competencies
§ Strong interpersonal and communication skills.
§ Proven analytical skills, presentation skills, written and communication skills. Advanced knowledge and understanding of accounting.
- High level skills in financial report writing.
- Ability to prioritize the tasks and work under pressure to meet deadlines.
Position: Regional Project Coordinator – (4)
Duty Station: Region (Morang, Kaski, Dang and Kailali)
Job Duration: Approximately 18 month (until 31 December 2011).

1. Responsibilities
- Designs, plans, implements, monitors and evaluates the project activities at a regional level.
- Facilitates, communicates, and coordinates with the center, the regions and district organizations.
- Organizes regional level programs with direct consultation and direction of HRA.
- Prepares and submits timely reports on regional activities to the HRA central office.
- Builds linkages with regional level community-based organizations, NGOs and other stakeholders.
- Participates in meetings, discussions and other programs and prepares reports for HRA on these events.
- Works in close consultation with the Project Manager of HRA.
- Performs any other tasks as required by the organization.
- Contributes to ensuring that HRA's operation and activities are conducted in accordance with prevailing laws and regulations, HRA's constitution, by-laws and professional ethics.
2. Required Qualifications and Experiences
- At least Bachelor’s Degree in Social Science or another relevant discipline.
- Minimum two years’ experience in the HR’s sector or a similar field.
- Good computer knowledge.
2. Competences
- Excellent written and oral communication skill in both Nepali and English.
- Good interpersonal skills, with the ability to take the lead on and successfully manage the work of the assigned position.
- Ability to work normally even during situations of high work burden, tension and risk.
